New World Development Proposes Converting Over Half of Tsim Sha Tsui Project’s Commercial Space to Hotel Use
On June 17, New World Development submitted revised plans for its commercial-residential complex at Hankow Road, Tsim Sha Tsui, proposing to reallocate over 50% of commercial space to hotel facilities in response to the weak office market.
The project, located at 43–49A Hankow Road (formerly Hankow Building), was consolidated by New World through compulsory auction two-and-a-half years ago. The approved 2024 scheme featured 139,000 sq ft of gross floor area (GFA), with 29% designated residential and 71% commercial. The new proposal maintains total GFA but converts 55% (approx. 55,000 sq ft) of original commercial space into a 99-key hotel.
Post-adjustment, the project will adopt a “retail + hotel + residential” mixed-use model: commercial and F&B from basement to 7F; hotel and back-office areas on 8F–17F; and 95 residential units above 18F. While residential units decrease by 15 to 95, average unit size expands 16% to 418 sq ft, reducing small-unit ratios.
Submission documents indicate this revision aligns with the SAR government’s tourism development policies. If approved, completion is targeted for 2029. The hotel component will comprise 39.6% of total GFA, becoming the second-largest functional segment after commercial (35.3%).
